İzmir ve Şanlıurfa örneği(Fen Bilimleri Enstitüsü, 1996) Gün, Sema; Aksoy, SuatFor developing agricultural structure in Turkey and for removing fragmented land, for uniting the fragmented and distributed lands, in 1961, it was started the land consolidation projects. According to the law, 3083, in execution, the obligatory consolidation in agricultural reform lands are carried on Agricultural Reform General Directorate. Outside the agricultural reform areas, the voluntary consolidation projects are applied by Rural Affairs General Directorate, due to the regulations of 7/1 8231. According to this regulation the land consolidation investment include Unification of fragmented lands and improvement of in-field services. The projects that are carried out in agricultural reform areas include in larger spectrum planing of rural settlements and agricultural lands. In order to compare the land consolidation methods applied in Turkey, questionnaires are applied with the land owners of Kesikköy and ikicırcıp. According to the result of the research when land consolidation is accepted by owners and a positive idea for land consolidation eases the application, in Kesikköy where voluntary consolidation was made, the 96 % of land owners decided for the land consolidation. The 98 % of the owners did not reject the situation of new ownership. The active participation of farmers in the land consolidation process is important for successful consolidation. However, the designations of project's according to the demands of the land ownership cause the land consolidation rates to be low. In Kesikköy, the 28 % of the owners of land wanted the location and number of plots to be stable because of hoping to permit for growing rice that was the case till 1988. In lkicırcıp project land where obligatory consolidation method used, the lack of necessary information of farmers and the social cultural structure of the region caused a negative opinion to be influential initially. 30 % of the land owners rejected the new property situation. 24 % of land owners are not happy with land consolidation results. Whether the obligatory or voluntary methods, the information of people about the land consolidation and active participation of land owners to the project influence the results of consolidation results. Therefore land consolidation should be evaluated as a reason of advancing the farm structure and included in the agricultural extension practices. In Turkey, to decide which method of land consolidation will be used should be decided due to the conditions of project area. In areas where land consolidation is on the benefit of the public and farmers can be rejected, the obligatory consolidation method can be accepted. But in this situation the active participation of farmer in this process is a precondition for the success of the project. Voluntary consolidation can be valid for developed regions of the country. In this method the demands of farmer should be compatible with consolidation projects. A law of land consolidation, that is compatible with economic and social conditions of Turkey, should be decided immediately and the land consolidation practices should be applied by single organisation.
