    As the effect of globalization is more distinct in our age, structural reforms and protective measures are also becoming a necessity for improving the welfare of the developing countries? production sectors. This is not much different for Turkey. The welfare of producers; including artisans and small traders, rural population and agricultural sector is in a period of regression although this is the majority of the population. On the terms of agricultural sector, as it is the main point of this paper, excluding the early years of the Turkish Republic, the lack of concrete agricultural policies ended up the rapid deterioration of the sector with the contribution of the liberal policies of 1980?s. Especially during 2000?s, the sector became the primary interest of the market economy as the existing infrastructure disintegrated and public support was halted. The private sector has its interest on the agricultural sector because of the high profit margin expectations. The agricultural enterprises, which are already organized as inefficient family firms, are rapidly loosing their resources as they do not have any kind of financial organization which has its fundamentals on the dynamics of the sector. Hereby, this paper analyses a model of cooperative banks which has its fundamentals on cooperative organizations. This bank is supposed to provide necessary requirements of the free market economy as well as to protect the best interests of the agricultural sector. Differently from existing works, it is suggested that the proposed model has superior advantages compared to private agricultural companies, on terms of banking activities. This suggestion is supported by diversified analysis, including the recent financial developments and modern funding methods.
