Abstract

In this study, as being devoted to the aim of ascertaining lifelong learning and adult education policy framework of European Union, the official documents and reports issued for lifelong learning and adult education by the Union from 2000 till now have been analyzed. Within the context in question, the effects of knowledge society and globalization on education and lifelong learning have been inquired and the points of view of the international economic and political organizations related to the concept have been scrutinized. In the name of better understanding of the historical dimension of the subject, the formation and development of European Union and its decrees and praxis taken place in educational field have been dealt with, besides the political frame emerged in the area of lifelong learning and adult education has been tried to be comprehended.For the purpose of defining European Union policies set forth on lifelong learning and adult education in this research, the relevant official documents have been taken into consideration by the public policy analysis approach and the content analysis method has been applied while evaluating the data obtained in consequence of analyzing the subject documents via the documentary scanning within the framework of theme and main concepts. In conclusion of this study, it has been stated that lifelong learning and adult education policies of European Union have been structured as a continuation of growth and employment policies of the Union itself, so based on economy; its content has been put in an instrumental feature to get a labor force as demanded by the global capital, and therefore education which is a basic right of human being has been marketed step by step under the name of lifelong learning.
