Abstract

Turkey, who followed a peaceful foreign policy beginning from the foundation of the Turkish Republic; determined her foreign policy targets as staying outside the war and not to be occupied in the Second World War. In order to realize this target, Turkey kept on her moderate relations depending on bargaining with both sides and followed a balance policy in the war and, in the end; achieved her target of staying outside the war.During this time, in order to give the correct messages to the Turkish and the world public about the foreign policy and to prevent any misunderstandings, the policy of the Turkish media had to follow the same principles with the state?s foreign policy. To realize this aim, Anadolu Agency was connected to General Directorate of Press and the media was instructed to take all the foreign news from Anadolu Agency. So, Anadolu Agency became the unique source of news in the Second World War.In the first part of this thesis, starting out from the hypothesis that there is a paralellism between the foreign policy and the news policy of Anadolu Agency, Anadolu Agency?s foreign news resources in the Second World War have been examined. During this process, the resources were categorized as ?Allies?, ?Axis? and ?Others? according to their sides in the War and counted. When data of this process are shown in the tables and charts; it has been seen that the number of the resources of the Allies is much more in proportion to Axis and Others. This indicates that, Turkey, who signed an agreement with the Allies in the beginning of the War, gived much more place to her allies? news in her national agency, Anadolu Agency; and, as stated in the hypothesis, there is a paralellism between foreign policy and Anadolu Agency.In the second part of the thesis, in order to examine how the foreign news in the Anadolu Agency bulletins are seen in the three newspapers, taking into account the political tendencies of them; news of some important events of the War in the bulletin and Cumhuriyet, Tan and Akşam are compared. As a result, it has been seen that, the newspapers publicated the news in a balanced and equal manner in conformity with the balance policy. Nevertheless, the headlines, the size of the news, the photographs used and head articles reflected their political tendencies.Finally, it is concluded that the foreign policy of the State determined news policies of both Anadolu Agency and the press during the Second World War. This, certainly was necessary in order to realize the main target of the Stat efor stayin outside the war. So, controlled by the State, Anadolu Agency and pres played a vital role in successfully realizing this target.
