Abstract
This study is an attempt to provide a comparative analysis of the educational views, policies and practices of the 12 September 1980 Military Government and the I. Özal Civilian Government.In the study, the existing written sources in the field have been gathered and evaluated using the scanning model. Thus, the study is of descriptive character. The universe of the study consists of a comparative analysis of the educational views, policies and practices of a military and a civilian government serving between the years 1980 and 1987 in the light of the information contained in National Education Councils, Development Plans, Government Programmes, Communiqué Magazines, statements of head of states and prime ministers and three newspapers, namely Milliyet, Cumhuriyet and Yeni Asır.First of all, the relationship between education and political power has been examined in the study. This is followed by an examination of the educational views, policies and practices of the 12 September 1980 Military Government and the I. Özal Civilian Government seperately. Within this framework, National Education Councils, Development Plans, Government Programmes, Communiqué Magazines, statements of head of states and prime ministers and three newspapers, namely Milliyet, Cumhuriyet and Yeni Asır have been evaluated. Finally, the educational views, policies and practices of the two governments are compared and analyzed, and the similarities as well as the differences between the 12 September 1980 Military Government and the I. Özal Civilian Government have been presented.It was identified that there were more similarities between the 12 September 1980 Military Government and the I. Özal Civilian Government that differences. It was observed that the I. Özal Civilian Government with came into power just after the 12 September 1980 Military Government was a government which was not totally civilized. It was identified that the controlled and authoritarian stance displayed during the military government period was continued during the civilian government period.Key Words: military, civilian, government, education, ideology/ political view
