Abstract

The attack on the Twin Towers on September 11, 2001 has made significant changes in the history of terrorism and the way terrorism is perceived. The rapidly rising terrorism threat, among the most important security issues for the whole world, necessitates the development of more effective methods in combating terrorism. The EU, one of the leading targets of new terrorism, has suffered many attacks. The radical Islam based attacks that took place within the borders of the EU after the September 11 attacks are effective on the anti-terrorism policies of the EU. The EU anti-terrorism policy and institutional structure began to take shape in the 1970s, and underwent rapid changes with the impact of the September 11 attacks. The effect of the 9/11 attacks on the EU anti-terrorism policy and institutional structure is visible in the picture that emerges as a result of the observation of the changes and developments in the EU anti-terrorism policy. The role of the EU in the fight against terrorism has also reached an international dimension over time. Developing and changing terrorism causes changes in EU institutions in the anti-terrorism policy.
