Abstract
With the leading of The Commite of the Union and Progress, the 23 July 1908 Revolution made the emergence of alot of problem of education, at same time a number ofpoltical movement started. The Commite of the Union and Progress interested in the educational problems, especially after the 31 March 1909 Political Movement On 18 October 1910 in Salonica the Commite assemled a congress. In this congress Emrullah Efendi, as a leading figure in the Commite prepeared a programme, including education. After this Congress, Emrullah Efendi, focused on the education as the Minister of Education. Emrullah 's main theory on educational reform was "Tûbâ Ağacı Nazariyesi" (The Theory of Tûbâ Tree). According to this theory the educational reforms must be started from the top, Le. the high education. But under the progress of oppositional movement he had to start the educational reforms from the primary education. For this reform, he prepeared "The Draft Law of Primary Education". He convedted the high schools (İdadis) into "Sultanî" (Modern High School). On the other hand, he reformed the primary schools in Western line.
