Abstract

This study describes the development of the judicial councils. The emergence of judicial establishment, formation, members and decisions are examined. Judicial councils basically were created to ensure the independence of the judiciary. Therefore, the rule of law, judicial independence and the separation of powers issues are also described. Together with the general description, the judicial council establishment of the Turkish Republic of Northern Cyprus is examined. For the first time, in 1960's Constitution of the Republic of Cyprus, the development, structure, members and decisions of the Supreme Council of Judicature are dealth with within the framework of the principle of judicial independence.
